About the Digital Enterprise Blueprint
The digital landscape is evolving at an unprecedented rate and this rapid transformation provides limitless opportunities for all. Our enterprises have made good progress on digitalisation, but we need to stay ahead of the curve in ensuring that our enterprises remain competitive and our workers continue to enjoy good jobs.
The Digital Enterprise Blueprint, co-created with key ecosystem stakeholders, sets out our ambition for the next bound of digitalisation and aims to establish Singapore as a nation of empowered enterprises and workers. We have identified four focus areas to help us achieve this:
(a) Empower enterprises to Be Smarter by adopting AI-enabled solutions,
(b) Enable enterprises to Scale Faster through integrated digital solutions,
(c) Equip enterprises to Be Safer through improved cyber resilience, and
(d) Upskill Workers to make full use of digital capabilities.

Pledge partner commitments
A trusted, cohesive and digitally resilient ecosystem enables our SMEs to succeed locally and to expand beyond our borders. It also attracts companies and investors from abroad to do business with and invest in our SMEs, bringing in economic value and better jobs. To build such a thriving ecosystem, collaborations and partnerships are key.
The Digital Enterprise Blueprint brings together various stakeholders in the ecosystem (including Government agencies, trade associations and chambers, tech industry and institutes of higher learning) to provide SMEs and workers with the right expertise, resources, networks and technologies.
For a start, eleven partners have pledged their commitment to the Digital Enterprise Blueprint with various initiatives to support our enterprises and workers.
They are: Singapore Business Federation (SBF), Singapore Computer Society (SCS), SGTech, Amazon Web Services (AWS), Google, Microsoft, Alibaba Cloud, DBS Bank, Prudential Singapore, Salesforce and ST Engineering.
Summary of their commitments:
Building awareness
SBF has pledged to leverage its network of 30,000 SMEs to raise awareness on the initiatives and support outlined in this blueprint.
Strengthening AI adoption
Microsoft, AI Singapore and Enterprise Singapore have jointly developed a programme to drive the adoption of Microsoft’s Copilot among SMEs. Copilot is directly embedded within many Microsoft 365 applications and is an easy-to-use AI tool. In addition to purchasing the Copilot license at a subsidised rate, SMEs can attend training workshops on harnessing Copilot for enhanced business productivity.
Salesforce will partner with IMDA to introduce the Data+AI Boost SME programme and empower 5,000 SMEs to accelerate their growth and scale up faster. This initiative includes training for SMEs to harness trusted AI and data to drive business growth, individual consultation sessions to help SMEs address their business needs and access to knowledge and online learning tools through Salesforce’s Trailhead platform.
Digitally mature SMEs will be paired with established tech companies, such as AWS and Microsoft, to support them in developing GenAI capabilities and deploying bespoke GenAI solutions through IMDA’s GenAI x Digital Leaders programme. For example, businesses will be connected with AWS or Microsoft’s Partner Network for technical expertise and support for their entire journey from tech discovery, development and deployment of GenAI solutions. entire journey from tech discovery, development and deployment of GenAI solutions.
[Launched in Nov 2024] The Spark GenAI Programme, a collaboration between DBS, IMDA, and EnterpriseSG, aims to help SMEs leverage GenAI solutions for business challenges. The programme offers a structured approach through four pillars: Discover (awareness building), Identify (solution recommendations), Adopt (grant support), and Secure (digital resilience). Over the next two years, DBS plans to reach 50,000 local SMEs, providing actionable insights and guidance for integrating GenAI into areas such as customer engagement and marketing.
The Alibaba Cloud Digital Accelerator Programme, a collaboration between Alibaba and IMDA, allows SMEs and digital solution providers to strengthen AI adoption through AI technical training workshops.
Prudential has worked with IMDA to establish the GenAI XPonential Programme to help SMEs deepen their understanding of Generative AI (GenAI) and encourage the adoption of practical GenAI tools for business growth. The programme includes complimentary AI workshops to guide SMEs on GenAI and educational resources such as a series of 8-10 explainer videos to increase confidence in GenAI implementation.
Raising capabilities of solution providers
AWS has pledged to enhance the capabilities of IMDA’s pre-approved Infocomm Media (ICM) solution providers with tools and knowledge needed to stay secure and scale up in the cloud. AWS will support them through initiatives such as security workshops, dedicated technical support for architecture, sharing of best practices on the cloud and cost management review exercises.
Additionally, AWS’s investment into Singapore’s cloud computing infrastructure will enable enterprises to access digital resources like compute and storage, and advanced capabilities like AI. This collaboration enriches the capabilities of our solution providers and cultivates a more resilient and innovative ecosystem.
Microsoft is partnering with IMDA to uplift IMDA’s pre-approved ICM solution providers with GenAI capabilities to scale up adoption of GenAI solutions by SMEs.
The Alibaba Cloud Digital Accelerator Programme helps in uplifting digital competencies of digital solution providers and SMEs through comprehensive cloud resource support. In addition, the programme grants digital solution providers access to Alibaba Cloud AI Model Studio for practical implementation experience.
Raising cyber resilience
AWS, Google and Microsoft will work with CSA to expand on the existing multi-year collaboration on cloud security to include AI security as more businesses use AI services on the cloud.
Microsoft’s collaboration with CSA on initiatives to protect Singapore’s cyberspace will positively impact at least 2,000 SMEs in Singapore over the next three years.
ST Engineering and IMDA have jointly launched the SME CyberResilience Programme to enhance SMEs’ cyber resilience and cyber defence capabilities. The programme provides a one-time complimentary threat scan for 2,000 SMEs to detect hidden malware processes as well as expert-led events and workshops that offers real-world case studies.
Upskilling workers
SCS will partner with IMDA to expand the outreach of TechSkills Accelerator (TeSA) to more non-ICT sectors, so they can leverage AI in performing corporate functions.
Over the next two and a half years, SGTech will collaborate with IMDA to facilitate the placement of at least 300 apprentices (fresh or mid-career professionals with a Polytechnic or ITE background) through SGTech’s network of 1,400 corporate members.
SCS and SGTech will partner with IMDA through the TIP Alliance to raise awareness and drive adoption of skills-based hiring practices amongst enterprises by encouraging them to commit to the Employers’ Pledge and implement hiring practices from the Handbook of Tech Roles.
