European Union-Singapore Digital Partnership Enters New Phase with Refreshed Priorities in AI, Cybersecurity and Other Emerging Technologies

Singapore, 2 December 2025 – The European Union-Singapore Digital Partnership (EUSDP) welcomed a new phase of cooperation with enhanced focus on seven digital domains — Artificial Intelligence (AI), Online Safety and Scams, Verifiable Credentials, Cybersecurity, Cross-Border Data Flows, Semiconductors, and Quantum Technology. These areas of digital cooperation were discussed at the second EUSDP Council Meeting in Brussels, Belgium on 1 December 2025. The meeting was co-chaired by Mrs Josephine Teo, Singapore Minister for Digital Development and Information, and Minister-in-charge of Cybersecurity & Smart Nation Group, and Ms Henna Virkkunen, Executive Vice-President of the European Commission for Tech Sovereignty, Security and Democracy.
Advancing Digital Collaboration and Innovation
The EUSDP is an overarching framework for digital cooperation between the EU and Singapore. During the Council Meeting, Singapore and the EU reaffirmed their partnership built on common interests and recognised the increasing relevance of the Digital Partnership as a key platform in addressing emerging technological challenges.
Since the inaugural EUSDP Council meeting in February 2023, the Partnership has evolved to focus on a broader range of areas, reflecting the breadth of Singapore’s bilateral cooperation with the EU. The Council discussed digital cooperation in the following key areas:
Artificial Intelligence (AI): Reaffirmed commitment to implementing the Administrative Arrangement on Collaboration on the Safety of AI signed in November 2024, focusing on responsible innovation and human-centric AI development.
Online Safety and Scams: Committed to deepening cooperation on protecting users from online harms and scams, with particular focus on safeguarding minors.
Cross-Border Data Flows: Expressed interest in expanding the mapping, to other regions, of the Joint Guide launched by the EU and ASEAN at the ASEAN Digital Ministers Meeting in 2024. This Joint Guide assists companies with compliance when transferring data between EU and ASEAN jurisdictions.
Semiconductors: Welcomed recent cross-border investments in the semiconductor ecosystem, including the SEMICON Southeast Asia 2025 event that was held in Singapore and the inaugural EU-Singapore Joint Researchers Workshop on Semiconductors that was held in Brussels this year. Singapore and the EU also agreed to explore cross-border collaborations and talent exchanges in R&D.
Quantum Technology: Welcomed quantum technology as a new area of cooperation to enhance technological development, economic competitiveness, and supply chain resilience.
Verifiable Credentials: Committed to exploring cross-border interoperable use cases leveraging existing digital identity systems.
At the Council Meeting, Minister Teo expressed Singapore's commitment to continuing this strategic partnership, which contributes to enhanced ASEAN-EU cooperation.
Working Visit to Europe
Minister Teo is in Europe from 1 to 4 December 2025 to engage with her counterparts and leaders in industry and academia across Belgium, the Netherlands and Denmark. During her visit, she will meet with European officials to understand the latest developments in the EU digital landscape. Minister Teo will also engage with researchers and industry leaders in the Netherlands and Denmark who are driving breakthroughs in AI and quantum technology.
