27. Ms He Ting Ru asked the Minister for Digital Development and Information (a) what metrics will be used to evaluate the ReadSG Challenge's effectiveness in cultivating long-term reading habits; (b) whether the metrics distinguish book reading from other logged content; and (c) whether reading behaviour will be tracked after participants stop receiving rewards.
Answer
Launched in September 2026, ReadSG is the National Library Board’s (NLB's) five-year national movement to encourage Singaporeans to rediscover the joy of reading and build reading into their everyday lives. It builds on the reach, participation and partnerships established through NLB’s past efforts to promote reading, while placing a stronger focus on building sustained reading habits.
The ReadSG Challenge aims to help Singaporeans kickstart a regular reading habit by reading for at least 15 minutes a day. Beyond participation in the Challenge, the longer-term effectiveness of ReadSG will be assessed by changes in Singaporeans’ reading habits and their attitudes towards reading, as measured through the National Reading Habits Study (NRHS). Specific metrics include whether more Singaporeans read daily or almost daily, and whether more Singaporeans see reading as an enjoyable, meaningful and worthwhile activity. The NRHS will distinguish between books and other reading formats.
