*32. Mr David Hoe asked the Minister for Digital Development and Information (a) what factors determine the typical opening hours of public libraries, particularly those resulting in most mall-based libraries opening only at 11 am; and (b) whether NLB will consider piloting earlier opening hours at selected libraries such as Clementi Public Library to better serve seniors and early-risers, including through low or no staff operating models during early hours.
Answer
In deciding on the operational hours of its libraries, the National Library Board (NLB) considers factors like patron demand and operational sustainability, and in the case of mall libraries, the opening hours of the mall itself.
NLB has piloted extended operating hours at Harbourfront Library and Yishun Library since 2024 and 2025 respectively, where patrons can enjoy self-help services from 9am to 11am, before the staff-assisted hours from 11am to 9pm. NLB plans to roll out such earlier opening hours at more libraries where it is operationally feasible, including at Clementi Library after its revamp. More details will be released in due course.
