MDDI's Response to PQ on Postal and Delivery System Measures and Safeguards Against Dangerous Parcel Threats
14 October 2025
Parliament Sitting on 14 October 2025
Question for written answer
35. Mr Zhulkarnain Abdul Rahim asked the Minister for Digital Development and Information whether measures are in place within the postal and delivery system to detect and intercept hazardous, dangerous, or organic materials, given the recent cases of such parcels delivered to mosques.
Answer
Under the Postal Services Regulations 2008, prohibited postal articles include arms or explosives, hazardous substances, controlled drugs and other dangerous substances.
Screening is done at selective locations, for example, at our borders. SingPost staff are also trained to look out for suspicious signs such as leaks in postal articles. When a suspicious mail is discovered, SingPost’s standard procedure is to refer it to the Police and the Singapore Civil Defence Force, who will respond to assess the threat, and contain it if necessary.
