National AI Impact Programme: Empowering Enterprises and Workers to Transform with AI

At the Committee of Supply (COS) Debates 2026, the Ministry of Digital Development and Information (MDDI) announced the launch of the National AI Impact Programme (NAIIP), to strengthen Singapore's AI capabilities across enterprises and workers. Building on Singapore's National AI Strategy 2.0, NAIIP reinforces the nation's commitment to harnessing AI for the public good.
Launch of National AI Impact Programme (NAIIP)
The Singapore Digital Economy (SGDE) Report released by the Infocomm Media Development Authority (IMDA) in October last year highlighted that 14.5% of small and medium-sized enterprises (SMEs) had adopted AI in 2024, up from 4.2% in 2023. Among non-SMEs, the AI adoption rate also jumped from 44% to 62.5%.
To encourage more to adopt and deepen their use of AI, the new NAIIP will support 10,000 enterprises over the next three years to advance their AI adoption journey.
As enterprises integrate and transform their processes with AI, workers are a key part of the transformation journey. We will support 100,000 workers to become AI Bilingual, by deepening their AI fluency and applying AI to their domain, to be pathfinders to apply AI in their workflows and processes.
The programme will be supported by initiatives by the Ministry of Manpower (MOM) and Ministry of Education (MOE) to raise the AI literacy of our workforce.
Support Mechanisms under the NAIIP
Building Confidence in Implementing AI Through New Digital Leaders Accelerator Bootcamp (DLAB)
IMDA will be enhancing the Digital Leaders Programme1 (DLP) with the launch of the DLAB to build business leaders' confidence in implementing AI. The bootcamp will provide both business and technical know-how through hands-on AI project development, through partnerships with industry. More details will be shared by IMDA in due course.
Wider Range of IMDA Pre-approved AI Solutions with Productivity Solutions Grant Support
IMDA, with EnterpriseSG, has curated and pre-approved market proven cost-effective solutions from reputable vendors, available with grant support to reduce barriers for SME adoption. IMDA will take steps to increase the proportion of AI-enabled solutions from 30%, at present, to 50%.
Enhanced TechSkills Accelerator (TeSA) Programme to Develop AI Bilingual Workers, Starting with Accountancy and Legal Professionals
IMDA will expand the TeSA2 initiative to help non-tech workers develop practical AI capabilities, enabling them to leverage AI to transform domain-specific workflows and boost productivity. The programme will start with the accountancy and legal professions, which are horizontal occupations that span multiple industries and have high exposure to AI applications in their domains.
Partnerships with Accountancy & Legal Sectors
IMDA is partnering with sector lead agencies, as well as accounting and legal professional bodies, including the Institute of Singapore Chartered Accountants (ISCA), the Singapore Academy of Law (SAL), and the Singapore Corporate Counsel Association (SCCA), to develop tailored AI fluency programmes, which would identify the key competencies needed to transform workflows with AI and the corresponding training needs.
These programmes aim to:
i) Equip participants with skills to re-design and transform role-specific workflows with AI;
ii) Provide hands-on experience with various AI solutions; and
iii) Develop stronger understanding of using AI responsibly, including principles such as AI bias and profession-specific risks.
By building these competencies, these professionals can devote more time to higher-value work which require professional judgment and expertise, such as risk analysis, complex decision-making and client advisory.
i) For accounting professionals
These programmes enable practitioners to automate manual tasks like financial reporting and compliance monitoring. They will also be trained to understand practical AI applications in areas such as audit, reporting and advisory, while emphasising responsible use, data governance and professional standards.
ii) For legal professionals
Legal professionals can leverage AI for research, document review, and contract management, allowing them to focus more on analysis, strategy and client engagement.

More Training Opportunities for Tech Workforce to Deepen Capabilities
As AI developments continue to impact the tech sector, IMDA is also introducing an AI fluency programme to deepen tech capabilities within the tech workforce, including software engineers, so they can pivot to higher value tasks. This will equip them to become full-stack developers with the ability to orchestrate complex systems and workflows using AI agents.
