New Chief Executive Appointments in the Infocomm Media Development Authority and the National Library and Archives Board

The Ministry of Digital Development and Information (MDDI) today announced the following leadership changes in the Infocomm Media Development Authority (IMDA) and the National Library and Archives Board (NLB).
Mr Ng Cher Pong will be appointed as the Chief Executive Officer (CEO) (Designate) of IMDA from 15 October 2025. He will relinquish his current appointment as CEO of NLB and be appointed as CEO of IMDA from 1 November 2025. Mr Ng succeeds Mr Lew Chuen Hong.
Ms Melissa-May Tam will be appointed as CEO (Designate) of NLB from 1 October 2025 before fully assuming the CEO, NLB role from 1 November 2025.
Mr Ng Cher Pong (黄子鹏)
Mr Ng Cher Pong, 52, was appointed CEO of NLB on 1 December 2019. Over the past six years, he has led the transformation of NLB through the conceptualisation and implementation of LAB25 (Libraries and Archives Blueprint 2025). The transformation included a fundamental shift in NLB’s operating approach to bring about a more open platform, omni-channel service delivery, expanded reach through nodes across Singapore, and personalised recommendations to broaden and deepen content discovery through data.
Recognising the need to be inclusive, Mr Ng led NLB to conceive Singapore’s first fully inclusive library for Persons with Disabilities, the Punggol Regional Library in 2023, to increase accessibility for this vulnerable segment. He accelerated innovation in NLB by bringing fully self-service, pop-up specialty-themed libraries and spearheaded delivery services to extend reach to a wider community, as well as drove the use of Generative AI and emerging technologies to create immersive experiences that facilitate discovery and learning. Notably, he oversaw the development of the SG60 flagship event, Heart&Soul Experience at Orchard Library, which involved the innovative and extensive use of 2 technology to deepen the sense of rootedness to Singapore and inspire optimism about the opportunities ahead.
Chairman of NLB, Mr Lee Seow Hiang, said: “Under Cher Pong’s leadership, NLB has broadened and deepened its reach and impact through innovative solutions and strong collaborations with partners and the community. NLB has grown from strength to strength as a forward-looking, trusted institution in Singapore. It has gained international recognition as a global leader in library innovation and for pushing the boundary for access to, and use of, library and archival content. NLB thanks Cher Pong for his tremendous contributions and leadership.”
Prior to his current appointment at NLB, Mr Ng was the founding Chief Executive of the SkillsFuture Singapore (SSG) from 2016 to 2019, and concurrently Deputy Secretary (SkillsFuture) in the Ministry of Education. At SSG, he played a pivotal role in championing lifelong learning and led the development and implementation of key initiatives under the SkillsFuture movement such as the SkillsFuture Credit, MySkillsFuture, and SkillsFuture Series. Mr Ng has more than 30 years of experience in the public service, and previously also served in the Ministry of Manpower, Ministry of Defence, Ministry of Education, and Singapore Workforce Development Agency.
Ms Melissa-May Tam (谭丽娟)
Ms Melissa Tam, 54, brings over 30 years of experience in the public service to her new role as CEO, NLB. Since joining the Ministry of Defence in 1994, she has held various leadership roles in research and analysis. Her work has focused on enhancing Singapore’s understanding of regional and global issues, as well as analysing security concerns relevant to Singapore, including terrorism.
Ms Tam graduated from the National University of Singapore with a degree in Psychology. She has a Masters in International Public Policy from the School of Advanced Internal Studies, Johns Hopkins University, where she was a Fulbright scholar. She has also attended the Advanced Management Programme at the Harvard Business School.
Mr Lew Chuen Hong (柳俊泓)
Mr Lew Chuen Hong, 49, was appointed CEO of IMDA on 20 June 2020. Over the past five years, he has contributed significantly to architecting the development of Singapore’s Digital Economy and Society. Under Mr Lew’s leadership, IMDA pushed the boundaries of frontier tech and R&D - in the key domains of AI, Quantum, Connectivity and Trust Technologies.
IMDA has grown our talent pool and the number of good Tech Jobs, through increasing cohorts in our universities, and enhancing mid-career up-skilling through programmes like the TechSkills Accelerator (TeSA). Levels of digitalisation, including in our SMEs, also grew, supported by key initiatives like CTO-as-a-Service. The overall start-up and digital tech ecosystem was also enhanced through the IMDA Spark Programme and Accreditation initiatives. In supporting the media industry, IMDA continued to grow our pool of talented filmmakers and Made-with-Singapore stories. IMDA has enhanced its foundational digital infrastructure – from submarine cables and data centers, to upgrading last mile fibre-to-the home and establishing the PICK locker network and also pioneered the building of our enterprise digital utility stack – from e-invoicing to Data-Exchange (DEX) and TradeTrust.
In architecting a more trusted digital society, and as the Personal Data Protection Commission (PDPC) Commissioner, Mr Lew drove amendments to the Personal Data Protection Act (PDPA) to enable better use of data for innovation. This included pioneering AI Governance and working with industry through initiatives like the AI Verify Open Source foundation. IMDA drove the new Social Media Codes, to build a safer digital space for Singaporeans. IMDA also strengthened digital inclusion and promoted digital adoption through initiatives such as the Digital for Life movement, SG Digital Ambassadors for seniors, and the Code SG for students. Internationally, IMDA helped anchor international engagement, pushed for key elements with our partners in the Global Tech dialogue, as well as growing AsiaTechX as a key international thought leadership platform.
Chairman of IMDA, Mr Russell Tham, said: “Under Chuen Hong’s leadership, IMDA has built new organisational capabilities, strengthened its global stature, developed the capacity to leverage fast moving consequential technologies, and initiated and refreshed numerous initiatives for Singaporeans and Singapore businesses. These have not only delivered meaningful outcomes for Singapore but has substantially strengthened IMDA foundations and its ability to thrive in our changing world order. IMDA and the Board thank Chuen Hong for his immense contributions and visionary leadership.”
