Singapore Launches Digital Platform to Share Resources with Countries for Inclusive Development

Singapore Digital Gateway consolidates Singapore’s digital initiatives and digital public goods for sharing with partner countries

  1. The Singapore Digital Gateway (SGDG) www.digitalgateway.sg was officially launched by Minister for Digital Development and Information, Mrs Josephine Teo, during her working trip to the United States from 24 to 30 September 2025.

  2. Developed by the Ministry of Digital Development and Information (MDDI), this new platform aims to benefit policymakers from other countries and multilateral organisations by providing access to more than 30 digital resources that have been instrumental in Singapore’s digital journey (refer to Annex A for more details). The SGDG was officially announced by Minister Teo at the High-level Multi-stakeholder Informal Meeting to Launch the Global Dialogue on Artificial Intelligence (AI) Governance in New York on 25 September 2025, which was organised by the UNGA convening UN Member States, observers, UN agencies, and other stakeholders to discuss key dimensions of inclusive and accountable AI governance.

  3. Through the SGDG, users can freely access resources, which cover Singapore’s digital and AI strategies and blueprints, governance frameworks, guides, playbooks, and open-source tools. The SGDG also offers courses and training for capacity building, and MDDI will work with international partners such as World Bank and United Nations Development Programme (UNDP) to deliver these programmes.

Single Access Point for Digital Resources

  1. In its initial phase, the SGDG will cover two core domains that reflect the building blocks of Singapore’s digital journey and form the foundation of modern digital governance:

    1. The AI domain includes Singapore's National AI Strategy 2.0, the AI Verify testing framework for evaluating AI systems, and Project Moonshot, one of the world's first comprehensive toolkits for testing Large Language Models. Countries can also access the AI Playbook for Small States, developed jointly with Rwanda.

    2. The Digital Government domain features Singapore's Digital Government Blueprint with 14 key performance indicators, the Singpass digital identity system architecture, and open-source tools like FormSG for creating secure digital forms and Isomer for building government websites.

  2. MDDI will progressively expand the SGDG to cover more areas such as Cybersecurity, Online Safety, Smart Cities, and Digital Economy in phases.

  3. The SGDG is a demonstration of the MDDI’s commitment to Tech for the Public Good, enabling a more inclusive, trusted, and transformative digital future for Singapore and the world. With countries at different stages of digital development and facing varied challenges, Singapore hopes to contribute by sharing our experience, practical tools, and tested approaches as additional resources for those who may find them useful.

Building Capacity for Implementation

  1. The consolidation of capacity-building initiatives under the Singapore Cooperation Programme (SCP), together with partnerships with international organisations such as UNDP and World Bank, broadens access to resources and provides opportunities for training and implementation support.

  2. Mr Robert Opp, Chief Digital Officer of UNDP, said: “Capacity development is critical in addressing global digital divides, especially for developing countries. Singapore’s willingness to share its digital expertise can help accelerate progress toward our shared development goals. We look forward to working closely on SGDG to provide practical and scalable solutions that countries can use and benefit from.”

  3. Mr Mahesh Uttamchandani, Regional Director for Digital, East Asia & Pacific and South Asia Regions, World Bank, said: “Singapore’s digital government experience offers valuable insights for the client countries we support. SGDG makes that knowledge more accessible and enables the World Bank Group to share proven frameworks and practical guidance that can be adapted to local contexts. By building on these foundations, countries can accelerate digital transformation, optimise development resources, and foster inclusive and resilient digital economies—without reinventing the wheel. We are proud to partner with Singapore through this platform to advance digital transformation across the regions we serve.”

Key outcomes from Minister Josephine Teo’s Working Trip to the United States

  1. During her trip to the United States, Minister Teo also participated in a panel discussion on ‘Harnessing AI to Advance Development’ at Semafor’s Next 3 Billion Summit 2025 in New York on 24 September 2025. In Washington, she met with White House representatives and experts to discuss technology opportunities and challenges. In New York and San Francisco, she also met with senior executives of technology platforms on Singapore's approach to online safety legislation, including the upcoming Online Safety (Relief and Accountability) Bill which will be tabled in Singapore Parliament in the coming months.
