Building Singapore’s Capability Advantage in a Digital Age
At the Committee of Supply 2026 debates, the Ministry of Digital Development and Information (MDDI) outlined our priorities and plans to build Singapore’s capability advantage in a digital age. This includes deepening the AI capabilities of our enterprises and workers; safeguarding our digital space; strengthening online safety for all Singaporeans; and building digital government capabilities to better serve citizens.
Deepening Our AI Capabilities
As part of our National AI Strategy 2.0, the new National AI Impact Programme will empower our enterprises to be AI-enabled, and our workers to be AI-fluent.

We have introduced the world’s first Model Governance Framework for Agentic AI, and continue to contribute to global conversations on AI safety.

Safeguarding our Digital Space
As cyber threats grow, we are strengthening our cyber defences to protect our citizens, critical information infrastructure, and digital systems.

We are reviewing our cybersecurity standards; equipping our Critical Information Infrastructure Operators with advanced threat detection systems; strengthening the security of digital devices; and raising the capabilities of our cybersecurity workforce.

Strengthening Online Safety for All Singaporeans
We are building a digitally inclusive society where all Singaporeans can thrive, through rules to protect our online spaces, and equipping citizens with the knowledge and skills to safely navigate the digital world.

The new Online Safety Commission will provide victims of online harms with timely and effective relief. To better protect our children and youth, we plan to extend age assurance measures to designated social media services, and study safeguards for AI chatbots and online gaming. We will also continue providing useful resources to support parents in cultivating healthy digital habits in their children.

Building Digital Government Capabilities to Better Serve Citizens
We are strengthening the Government’s digital capabilities to better serve Singaporeans. Together with the Civil Service College, we will set up a new Institute of Digital Government to equip all public officers with Digital, Data and AI skills to design citizen-centric solutions, while ensuring data protection and cybersecurity. By developing a problem-solving mindset and a culture of experimentation, we can empower public officers to experiment, innovate, and transform the delivery of government digital services to meet the needs of our citizens and businesses.
